Abstract:
The Republic of Bulgaria has received a loan from the International Bank for Reconstruction and Development(IBRD)toward the cost of the Second Trade and Transport Facilitation(TTFSE II)Project, and intends to apply part of the proceeds for consultant services.The services comprise development of technical design for overall reconstruction and modernization of the two biggest border crossing points of the country Kalotina BCP and Kapitan Andreevo BCP.
The Kalotina BCP is located at the Bulgaria-Serbia border and the Kapitan Andreevo BCP is at the Bulgaria-Turkey border.
The implementation period of the services will be six months.
The Ministry of Finance now invites eligible consultants to indicate their interest in providing the services for:
Technical Design for Infrastructure Improvements of Lot 1: Kalotina Border Crossing Point Overall Reconstruction and Modernization and Lot 2: Kapitan Andreevo Border Crossing Point Overall Reconstruction and Modernization.
Interested consultants must have the following minimum qualifications:
Extensive experience(at least 7 years)in architectural design and construction engineering of Ist category projects as per Spatial Development Act(SDA).
Relevant experience in performing design/ engineering projects of a comparable scale and nature(at least 2 successful contracts completed during the last 5 years).
Comprehensive knowledge of modern methods and approaches to quality assurance in the area of architectural design and construction engineering.
Permanent key staff comprised of architects and engineers with proven experience in design, project management and construction
(incl.urban planner, constructors, road, water and wastewater, electrical engineers and etc.)
Key expert(team leader), a qualified architect/engineer, in possession of a full design license, in accordance with the current Bulgarian regulations.
Experience in coordination with different government agencies and obtaining relevant approvals and permits for I-st category sites as per Spatial Development Act(SDA).
Financial stability.
Interested consultants must provide information indicating that they are qualified to perform the services, as follows:
Consultant's profile # place and date of registration, legal capacity, overall experience in the field of the assignment, staff resources(general experience and qualification of the key personnel, number of years in the firm), financial stability(annual turnover for the last three years).The determination of the brief description of past history and current organization will provide an assessment if the consultant will be able to cover the needs of the assignment;
Specific recent experience in similar assignments - list of related contracts completed during the last five years supported by brief description of the assignment including name of the Client, place, implementation period and value, etc.; In assessing the qualification and technical competence of consultant the number of projects on which the consultant has been engaged is important, as well as the level of responsibility commensurate with the requirements of the assignment;
Proposed staff for present task # list of specialists with appropriate skills including data concerning their qualification, experience in similar consulting services, years with the firm, etc.The proposed list should include a Project Manager with not less than 7 years experience in the field of the assignment and other experienced professional engineering staff with not less than 5 years relevant experience.The qualifications and competence of the proposed personnel for the assignment will illustrate the key staff capability of the consultants for handling the Project;
References from previous Clients.
In addition to the required information Consultants may provide brochures and other related documents.
Consultants may associate to enhance their qualifications.The "association" may take the form of a Joint Venture(JV)or a sub-consultancy.In case of a JV, all members of the JV will be evaluated jointly for the purpose of short listing.Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub-consultants in their application.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers(May 2004, current edition), Quality-and Cost-Based Selection.
